Organisation-scoped information library: versioned books, attachments, publish workflow, and read acknowledgements.
Catalog scope uses opaque Directory location-group and location ids (locationGroupId, locationId; legacy brandId). This service does not own people, places, or access roles.
Authentication is required. User types: admin, area-manager, manager, member (from Directory memberships for service playbooks).
What it owns
- Playbook items and draft versions
- Immutable published versions
- Read acknowledgements
- Attachments in R2
- An audit log of catalog changes
What it does not own
- Identity and membership (Directory)
- Venue brands and checklists (Venue)
- Training and certifications (Training)
